



Character Creation for New
Starting PC Characters:

Both W:tA system games in the Necropolis
Chronicles have pretty much agreed to the following Guidelines,
but please also refer to the Junkyard Game's Guidelines for more information about their
particular game, and any restrictions, modifications or
additional Guidelines if you wish to submit a character to their
game. If you need help with Character Creation, or more
information about about the Silver Moon game, please check out
our website.
- Only WoD characters, created from the revised Werewolf:
The Apocalypse book, or appropriate supplement or
system book
- No WW Signature Characters, or Mentor/Close/Blood type of
relationships directly to Signature Characters
- No Vampire characters (should go without saying, but...)
- No Abominations, BSDs, or other Wyrm critters of all
various types
- No Home-Made Shifters, only the Tribes and Breeds listed
in the books (so, no Werefrogs and such)
- No extinct Tribes or Breeds (yes, this means White
Howlers)
- No 'Insta-Elders', or Rank 6 (Legend) Characters; no
starting Rank approved over Fostern (or appropriate Fera
Rank Two)
- No non-Kinfolk Mortals
- No Ronin, unless special approved, and then requires
approval by Warder/Grand Elder IC as well (this must be
worked out prior to bringing the character into play,
they are disallowed for "Test" characters)
- Knowledge of animal or shifter languages, other than your
own, if applicable, requires more than a dot in
Linguistics (such as a Gift, Animal Psi, etc.)
- The Silver Moon game does not utilize the Secondary
Traits system of half cost, although some STs can give a
lower difficulty on rolls when certain Secondary Traits
would apply
- Characters submitted can not utilize xp from other games;
please adhere to the New Character Guidelines shown
- 'Test' characters in Silver Moon can not achieve xp for
the time they are played before approval, and are subject
to the Guidelines for Test Characters
- The Garou tribes of Glass Walkers, Bone Gnawers are
highly restricted, and excellent reasoning must be given
for them to be at Silver Moon
- The Fera breeds of Ananasi, the Celican tribe of Bastet
(with Ajaba to a lesser extent) are highly restricted,
and excellent reasoning must be given for them to be at
Silver Moon. These types of characterrs are not allowable
as Test characters. Ratkin characters are banned.
- The Junkyard game has banned the following Tribes as PCs
in their game: Red Talons, Shadow Lords, Silver Fangs and
Wendigo. Also all Fera with the exception of some Corax,
Nuwisha, and Ratkin.)
*Note* Being approved by either game does not give the
character PC rights in the other game. To play in both
games requires submission of sheet to both games, and the
approval of both games
- Eastern shifters must also be approved through the Special
Approval Board, if they intend play outside of the
Little Asia game, and are not allowable as Test
characters
- No Wolf/Dog hybrids
- No Trait or Background over 5, including Rites (Personal
Totems Background can be except from this if it is
approvable otherwise)
- No Katanas, Fetish or normal
- The Demolition Skill is highly restricted.
**Notes**
At this time there is a temporary restriction in place
for the Flaws of Enemy and Hunted.
Also Ananasi submissions are closed. Most of the
Fera can not be played by 'new' players to the game.
Please speak with the approvers before submitting them,
especially Mokole. At this time no Fera may be
played as Test/Pending prior to Approval.
Resources and Pure Breed are restricted - no higher
Resources than 4, and only that high with excellent
reasonings. Please see Tribal chart for Pure Breed.
We have had a flood of 'Streetwise' characters in almost
all of the Tribes, therefore at this time characters with
'Street' background histories, high Computer Knowledges,
and other related things are restricted and will not be
approved without some excellent reasonings.
In addition we have a surplus of Kinfolk Weapon Forgers,
and those with high Fame backgrounds. When chosing Allies
and Contacts, please make them something other than
Underworld types.


Shifter Character Guidelines

Rank One:
- Regular book starting stats with 15 Freebie points.
Please adhere to shown initial spread of dots.
- 4th dot in Abilities only bought with Freebie points
- Lupus characters may only purchase certain abilities with
Freebies points, not initial dots (see W:tA 3rd, page
61). Also, please look over the "So you wish to play a Lupus
character" before submitting your character.
- Please look over the Merits/Flaws Restricted List before
submitting your character. Although none are straight-out
banned at this time many need specific information or
circumstances to take
- Merits only purchased with Freebie points
- Merits should be limited to a total of 7 points, any
additional over 7 will cost double the amount of Freebie
points (Example: Total Merits of 10 would cost 13 actual
Freebie points)
- Please look over the Fetish/Talon Guidelines before giving
your character his/her Fetishes. Only Fetishes/Talons
from the books are allowed at character creation. All
Home-Made Fetishes must be created/acquired IC.
- Flaws taken which total over 7 points do not give
additional Freebie points
- Personal Totems cost double the amount of points shown
for the Totem for Garou characters, need a good
explanation stated, and could require the 'Lone Wolf'
nature
- Willpower rating should ~normally~ be no higher than 7
- No out of Tribe/Breed/Auspice Gifts (common-type Gifts,
such as Mother's Touch or Sense Wyrm only approved on a
case-by-case basis). These types of Gifts must be learned
IC.
- Gifts taken from older books which were not revised might
be allowed, however the exact wording of the Gift, and
which book it was taken from must be on the character
sheet
- No Hedge Magic/Sorcery Paths. These must be learned IC,
and only the appropriate Shifter Types, Tribes or Camps
will be allowed to have them (such as Bastet, Uktena,
etc.)
- No Psychic Powers
- Be prepared to explain the character's dots in Lore
Knowledges
- Lore taken from the character's specific supernatural
type (Such as Garou) will be allowed to utilize the
half-cost method
Rank Two:
-same as above except Willpower should ~normally~ be no more
than 8, and after completing the sheet an additional 10 Freebies
may be given to the character as "Maturity" points
(although Merits must be purchased with original 15 Freebies)
Also, please check the character's appropriate Tribe and/or
Fera pages on the Caern's main website. Some have additional restrictions
and/or requirements within their specific group for new character
approval.

Kinfolk Character Guidelines

Allowable Kinfolk Characters:
- Those created from Kinfolk: Unsung Heroes*
(utilizing the revised cost system for any Hedge Magic
Paths/Numina)
- Those created from Mage: The Ascension, WoD:
Sorcerer Revised Edition, and other systems
(excluding the 'Hunter' systems) requiring the purchase
of the Supernatural Merit: Shifter Kinfolk although they
will need to be approved by a "Special
Approval" panel, and then forwarded to the
designated primary system after the process is complete
(in this case, the Silver Moon game). Note that MageKin
will be restricted and need approval of both systems, and
that Sorcerer Kinfolk will not utilize the "Equal
for All" starting stats that Sorcerers created
strictly for the Mage game, without the Merit, will use.
In the Shifter game they will utilize the starting stats
shown in the book.
*NOTE* At the time, all new Mage Kinfolk will Awaken in
the game IC, and the available number allowed are
limited.
Character Creation Guidelines:
- Regular book starting stats with 21 Freebie points
- Wolf-kin utilize 6/4/3 in Attributes, 7/3/1 Abilities, 5
Background and have the background restrictions of the
Red Talons. See Wolfkin for further information
- 4th dot in Abilities only bought with Freebie points
- Please look over the Merits/Flaws Restricted List before
submitting your character. Although none are straight-out
banned at this time some need specific information or
circumstances to take

Restrictions for backgrounds (K:UH pg 50)
- Willpower rating should ~normally~ be no higher than 6;
Mage and Sorcerers ~normally~ no higher than 7
- No Gifts, unless it is through special approval (such as
for a character who is older, and then normally only
those listed in the Kinfolk book), they need to be
acquired IC
- Be prepared to explain the character's dots in Lore
Knowledges
- Lore taken from the character's specific supernatural
Kinship type (Such as Garou) will be allowed to utilize
the half-cost method
- Mages with the Merit: Shifter Kinfolk need to look over
the additional information under Sorcery/Magic, as well as the current
Guidelines for Mage: The Ascension, and gain
approval through that system as well.
- Sorcerers with the Merit: Shifter Kinfolk need to look
over the additional information under Sorcery/Magic, as well as the current
Guidelines for Sorcerers.
- For Sorcerer Kinfolk- there is a cap of 4 on Sorcery
Paths and Psychic Powers
- For Sorcerer Kinfolk - the Gnosis Merit can not be taken
along with the Mana Background
- After completion of sheet, an additional 5-20 Freebies
may be given to a Kinfolk character as
"Maturity" points - depending upon the age of
the character, although Merits must be purchased with
original 21 Freebies. (In determining the amount of
freebies, take each decade of life starting in the 20s
and give approximated 5 Freebies for each.)
The additional Freebies extends to all Kinfolk
characters, but those not created straight out of the
Kinfolk book are limited to only 10 additional Freebies.
**There might be a site-wide restriction set on characters who
cross over more than one system, such as a Kinfolk Sorcerer who
also has the Merit Fae Blood, etc.

Please be aware that anything outside these Guidelines takes
specific special approval, and would be acceptable only in rare
cases, in addition to requiring an excellent background/history
and concept of the character to warrant it (not to say it could
not happen). This is not to limit creativity, but encourage
balance and fairness in the game for all the starting characters.
